Powerspots don’t show to reviewers, so a wayspot cannot be marked as duplicate by reviewers. It is highly unlikely that Scopely (if the email said “The Team”) would reject a wayspot as duplicate to a powerspot,
The most likely explanation is that there is already a wayspot for this POI. This can only be checked using the submission map that comes up when you are at the physical location of the POI, but you have to distinguish between a Wayspot that isn’t appearing in Pogo vs a Powerspot that is irrelevant to this issue.
You need to look onsite. Imported powerspot doesnt have photo or description, it wont hinder wayspot approval. But if it have photo, that means its duplicate
I guess a photo could have been added to the powerspot, but this is basically what I would have said. We did see an appeal decision a long time ago that did appear to be marking something as a duplicate of a powerspot, so OP should try to confirm that this is an existing wayspot.
If the wayspot in the nomination map screen has the signs of being an import - placeholder photo, all caps title, matches google label exactly, no description - then I believe this may have been rejected incorrectly by the appeals team. Please share what you find @aaawilldeluxe

There’s a powerspot here that is labeled as Stretch Labs
There are two ! on the submission map. both are GNCs

Are you right at the powerspot? There should be a ! representing the powerspot. Based on the all caps text though, the STRETCHLAB powerspot appears to be an import that should not have been marked duplicate by the appeals team. I don’t know who to tag about this, but I am sure one of the ambassadors will tag the appropriate person to take a look at this. Or move your whole incident to a separate topic that has not been marked solved already.

Oops the ALL CAPS thing I said was incorrect. All the Power Spots of either kind convert to all caps for the title when they are active. From my StretchLab:

I am concerned that you couldn’t find the ! for your StretchLab. Did you look near the Google label?
If this is the right one, it may be a little further towards the center of the building than the two pins you showed if it is an import:
