Same problem, same rules, same correct rejection due to SFPRP. If the property behind that wall is not SFPRP, but is multi-family, e.g., apartments, you will need to provide evidence of this.

There is no house or apartments. No residential building behind the wall

Found it using that stupid HPVJ+RP thing that google do. I think this is at best the outside boundary of a farm and actually could be treated as being entirely within the farm property. Unfortunately, farms are as ineligible as SFPRP (except for easements for public footpaths).

It certainly is a farm boundary. Where the pictured vehicle is parked can be accessed by any member of the public to use the historical post box. Many including myself walk this route, also many cyclists and runners pass by. Thank you for your correspondence and interest in my post.
