What counts as a “sensitive location”? I’ve submitted this gazebo at a cemetery. Also what counts as “obstructs emergency services”? There are many wayspots at the hospital.

I do not accept anything at a cemetery unless the submitter proves to me that visitors who are not mourning are welcome there. And that is not a gazebo.
For what “obstructs emergency services” you have to use your best judgement. Any that would get in the way of a patient getting urgent attention, mainly the emergency room.
I consider hospital chapels “sensitive” because people go there in stressful times.
How should I prove that?
You will have to find that. The only one I know of that welcomes visitors like that has a page about it.

I don’t see anything in that link that tells me they encourage visitors coming to the cemetery for reasons other than to visit the burial sites.
“Sensitive” is a matter of opinion. My opinion is not the final word on what is sensitive. But I don’t believe this pavilion is significant enough to make an exception as outlined in this clarification:
I can’t even figure out what this pavilion would be for. There is no seating shown. Is it for funeral services at the graveyard? It doesn’t appear to be a place for socializing to me, which is how most pavilions meet criteria.

As a general rule, if I don’t know what something is for, I don’t nominate it.
I believe @cyndiepooh is wise on this being un-acceptable mainly because it’s a place of rest and peace of mind and not normally a place you would want to find crowds of gamers.
So even from my point of view I would call it a sensitive location no matter if there’s a gazebo present which is quite a odd thing to have.
But I’m going to contradict myself in the next sentence because I do walk through a graveyard/church quite often and tire myself out each time as it’s an uphill task to go from the local orchard that links into it and this will sound weird but there’s even a Pokémon gym in there that those wretched red team players constantly occupy based at a popular multiple burial grave with history attached there is also one other waypoint not in POGO but also with history yet it’s in the same graveyard before I enter the main street via the church.
So while it is a sensitive location the graves have history and I believe this is acceptable whereas a newly built gazebo most likely wouldn’t have history.
Blocking emergency services is a strange one but I would suspect this means funeral vehicles entering the site.

I know very little about US culture around cemeteries.
This is a large cemetery and is still used. It appears to be open access and merges into what seems to be more open parkland.
This structure is located at the part that is the original cemetery.
So those seem to indicate that it might not interefere with people dealing with a recent death.
However this does seem to be the area that contains the key other structures for the cemetery. So my guess would be that the structure might be for mourners to gather at prior to the funeral.
If that is the case it would wholly inappropriate to have this in Lightship.
It is good that we are asked to sense check our own awareness of local cultural norms as they can be very different, but sensitivity and respect to others should be top of considerations in these circumstances.

Yes ML will accept things that it should not. I said that I would not accept or submit it, but having been accepted, sensitive location is not on the removal criteria. I would love to have an opinion from Niantic staff as to whether this should have been accepted, but won’t tag anyone.
Forgive me if I’m misreading the map a little, but it looks like the pin should have been a little further south, more toward the driveway than in the middle of the map?
Remember, when you nominate something the placement defaults to where you’re standing but you can move the pin before you select that location and you have another opportunity before submitting to verify.
