I don’t see anything in that link that tells me they encourage visitors coming to the cemetery for reasons other than to visit the burial sites.
“Sensitive” is a matter of opinion. My opinion is not the final word on what is sensitive. But I don’t believe this pavilion is significant enough to make an exception as outlined in this clarification:
I can’t even figure out what this pavilion would be for. There is no seating shown. Is it for funeral services at the graveyard? It doesn’t appear to be a place for socializing to me, which is how most pavilions meet criteria.
