I nominated 2 pokestops that came into the game and they were both in the same cell, but not one became a gym. This is pretty weird because the normal rules are that 2 pokestops make a gym. However I looked at the wayspot map and saw that a wayspot had been moved from a neighbouring s14 cell to the one without the gym before I got the 2nd pokestop accepted in the cell without a gym. According to the wayspots information it is an “Inactive gym”. It has now been a day since it got added to pogo and usually in this situation it would be a gym. Can niantic reinforce the density and inclusion rules here? It’s strange that a wayspot that isn’t in pogo decides how a gym will appear.

Please note that Niantic will not acknowledge or discuss their rules about gym creation. What has been established by the community is reasonably accurate. It hasn’t yet applied here as you only have a single wayspot showing.

Skeberga Discgolf Övningsbana #1 (60.025635,17.994346)
This was approved on 29th June, so isn’t showing on the wayfarer map (although I managed to get the details of it despite this, which is bizarre!). It looks like this will result in a gym in Pokemon Go, but you need to wait one or two days for this to filter through

I am trying to understand what exactly has happened at this location. So bear with me as I try to unpick it 
First of all I looked at the older wayspots the sleeping man and the giant couch which were created in Ingress.
They clearly used to be in those positions but according to streetview have long since gone. So these should be removed from the wayfarer map.
That leaves your 2 recent submissions regarding disc golf.
As you have already had a sign approved as a proxy for the disc golf course, really the most recent wayspot should not have been approved. Only 1 wayspot can be submitted for a disc golf course. And that 1 is usually not part of the actual course.
Perhaps you were unaware?
Unfortunately I expect that Skeberga Discgolf Övningsbana #1 Should really be removed.

Which translates to disc golf shop and course. This indicates that it is meant to cover the course.
You said it was moved to this location from its original location. Is that correct?
Have you got the original co ordinates submitted - you can show us a screenshot of the email acknowledging receipt.
From streetview it does now appear to be correct.
Was there a reason that you might have pinned it incorrectly originally?
For it to be showing as an inactive gym it must have been located in a different level 17 cell and once moved to its correct location it would correctly be blocked by the Pokestop there. Hence its inactive status.
I do hope that this sign can appear as it is valid, but as the other 3 nearby wayspots are not valid it should be a pokestop.

@NianticAaron is it possible to look into removal of the wayspots that don’t exist or shoudnt exist please.
Yes thank you for taking your time to check this out, although this course only has one hole and I kind of feel like the newest wayspot should stay in my opinion but the red couch and sleeping man should 100% be removed. But its niantics choice.
And yes the original location of the discgolf sign was moved from the cell next to it because niantic thought it was incorrect, which is true. It was due to me not paying so much attention when I put the pin on the map when nominating in pogo.
Here is the sign accepted email, and the coordinates im not sure of but all you need to know is that it was in the cell beside.
You unpicked it 100% right and thanks for the help. It would be nice to have a gym there for the sign and the training course but I understand if its not eligible for both.
Do be careful with how you pin you can get into a lot of trouble, especially in a scenario such as this.
Since a stop had already been approved the tee should never have existed as a wayspot.

Hopefully the Wayfarer Team can clean up this messy situation.

This situation was brought up on the Wayfarer Discussion Discord yesterday. It appears that the wayspot Välkommen till Skebergas discsportbutik och discgolfbana, which the OP told us had been moved by Niantic to the current location, is still counting as a gym for the algorithm, but is not in Pokemon Go at all. I had recommended that the OP post here to see if the density and inclusion rules could be reinforced here after the location edit.
