One submission I’ve made is under review by Niantic for 11 days now. Is there any information on why they’re taking so long to make a decision? Submissions that fall under community voting take muck less time to be determined.

There is no set timescale, you just have to be patient.
There are many comments from the long term submitters that nominations could take up to 2 years to process in the old days so a couple of weeks is nothing.
