Since this is an appeal rejection I’m not sure if I am confident that it is a Machine Learning (ML) rejection initially. Often those come from ‘our team’ and the rejection is Wayfarer criteria.
In this case though I would have rejected this for being on Single Family Private Residential Property (SFPRP). See clarification below that covers outside facing fencing etc.:
