As title states: If there are 3 POIs in a Level 14 cell in Pokemon go (meaning two are pokestops and one is a gym), and the gym POI is flagged for removal due to it no longer being a valid stop (real life counterpart is no longer there), will one of the two remaining POIs turn into a gym after the invalid gym is removed?
If so, what is the criteria that makes a POI chosen as a gym? I’ve heard that it’s typically the oldest one, but could also be the one that has its pictures like the most?

Yes, if the gym threshold is still met, one of the remaining will become a gym, with certain exceptions. Showcase Pokestops will not become gyms, and property owner requests can prohibit gyms. A sponsored gym will count toward the total created through Wayfarer, so might affect your count.
As for what becomes a gym, it is not the oldest, because I have seen a newly accepted Pokestop eligible Wayspot go live as a gym.
There was a post on the old forum complaining that more pictures and likes were no longer working to create gyms, to which Niantic replied that attempting game manipulation is abuse. So use your own judgement on that. I enjoy adding photos and I thumbs up the better ones, and that has not ever been considered abuse.

Thank you so much! Could I ask another hypothetical? Say there are 3 POIs in a L14 and say instead of the gym getting removed, one of the pokestops get removed. Will the gym remain or is there a possibility that it will get rerolled into the other POI? I.e. the other POI that is a pokestop gets turned into a gym and the gym POI gets turned into a pokestop.
The gym will keep its status unless acted upon so that it changes it.
In the scenario you gave, the gym will not be rerolled.
