It looks like this was submitted a few days ago. It can take a few days to get something through the queue, even weeks in some places. In the past, the queue was even more clogged, and there were nominations that could go a whole year without getting decisions. I know “it used to be worse” isn’t pleasant, but this is something that can take a bit of time.
That said, the best way to both help move things from your local queue and to earn your upgrade is to do reviews and earn agreements.
Upgrade points are earned based on you reviewing; specifically, you get points when a nomination is finalized, if the finalization is the same as how you voted.
Applying an upgrade has been known to speed up nominations, but it’s not a sure thing. It does it by increasing the visibility beyond what it would normally get, so it tends to get voted on faster (after hitting “in voting”. HOWEVER it doesn’t get them TO voting faster, and my fastest three or four nominations were not upgraded!

You have already had helpful information about how to get an upgrade. It does take time to get enough review agreements in order to get an upgrade. As a result it is better to work towards one with a view to future nominations as often it will take longer than it will to have your submission resolve without one.
I am not sure if you are hoping that this will appear in Pokémon Go?
I’m sorry to break the news that it won’t be. This is because although this object is a good submission to be a wayspot, it would not meet Pokémon Go selection rules for use in the game.

This is the situation at the jail area.
All 3 of these busts are in the same Level 17 cell - yours looks like the middle one, next to the one that is a pokestop. It would be too close to be a Powerspot.
It will be a good addition to the database as a wayspot, but my view is that this is not worth spending an upgrade on.
You can start reviewing so you have an upgrade ready for future nominations.

Welcome to the forum.
While a nomination is still in queue, you can edit the spelling and capitalization mistakes. I will usually put my contributions on “Hold” until I get a chance to review them.
