As it is anchored to the ground by two posts, it cannot be easily removed. It is situated in a highly visible location along an open sidewalk at the intersection, and one can approach it to post notices from either side of the safety barrier. If anyone has information regarding this matter, could you please explain the reasoning behind the determination that there is “no pedestrian access” to the structure?

もしその広報板が転用されて地域行事の案内に使用されているのであれば、その目的で使用されていることが分かる画像を提出する必要があると思います。

次に「コミュニティー掲示板はフリーリトルライブラリと同等の価値」と述べていますが、これは2019年1月のingressAMAのコミュニティ掲示板について回答の誤訳に基づくものだと思います。その解答でもコミュニティ掲示板の地域住民が集まる（立ち寄る）場所として、リトルフリーライブラリーと比較することなく認められています。そして地域活動に使用されている掲示板は数多くWayspotになっています。もうその古い基準の誤訳に頼る必要はないはずです。本当の和訳は「リトルフリーライブラリーと同様のガイドラインに従うべきです」であり、一戸建て住宅の敷地や学校などのK-12に該当しないか注意することを求めるものです。

Your point is perfectly reasonable, but unfortunately, in Japan most Pokémon GO players believe that any kind of bulletin board is eligible as a wayspot. Public boards, political party boards, military boards, apartment complex boards—pretty much anything you can imagine qualifies.
In some cases, even a board someone personally nails onto their own wall would probably get approved. After all, even if it’s fake, all they have to do is leave it there. And if someone suspects it’s fabricated and goes to check in person, they’ll still find it. Even if the Wayfarer team bans it based on Street View, the submitter only needs to “prove” it exists now, and there’s almost no practical way to demonstrate it was ever fake.
This unfortunate situation exists because, in Japan, a certain Wayfarer community group spread incorrect eligibility standards very early on.
So unless the wayfinders and Wayfarer community groups who originally circulated those mistaken guidelines publicly retract them, your correct opinion simply has no chance.
Wayfarer Review runs on majority vote.
As long as these bulletin boards don’t meet the removal criteria, they won’t be removed.
You can keep saying they’re wrong, but nothing will change unless the underlying cause is fixed.
Which means the only meaningful step is to ask the wayfinders and Wayfarer community groups who spread those standards in the first place to correct them.

一部で「誤った認識が広がっている」という現状認識には同意しますが、特定のコミュニティグループによる意図的な誤誘導という認識はありません。これまでのキーワードトリガーやWayfarerアプリに関わるLightshipチームの審査、そしてML（eMiLy）の承認プロセスが悪用され「どんな用途であっても掲示板であれば審査を通る」という成功事例が匿名掲示板やSNS等で断片的に拡散された結果、歪んだ認識が再生産されるエコーチェンバーが起きていたと感じています。
基準ではなくそうした成功体験を基に判断にする申請者には都合の良い情報ばかりが目に入るため、個別のWayfinderがルールを正そうとしても修正は困難です。彼らの中では「掲示板の形をしていれば概ね適格」という認識が固定化されています。
だからこそ匿名性が高い外部の場から議論の場を移し、NianticのWayfarerチームやアンバサダーが管理するこの公式フォーラムをより積極的に活用すべきです。建設的な対話を通じて、基準の認識を再構築していく必要があります。

Wayfarer’s official forum simply isn’t seen by most PoGo players, so reaching them that way is basically impossible.
Even if you work hard to communicate externally, it might only improve things a little — without fixing the underlying issues, real change will be difficult.
That’s why the foundation needs to be corrected first.
The initial set of incorrect eligibility criteria that was widely circulated needs to be corrected first.
And, only after aligning the eligibility criteria and removal criteria within Wayfarer can we expect the kind of major improvements you’re hoping for.
By the way, removing ineligible wayspots through reports and issuing warnings to accounts doesn’t actually work.
It only triggers backlash from regular PoGo trainers, and it encourages some bad actors to switch to alt accounts.
If you keep pushing that approach, it may even put your own safety at risk, so I really wouldn’t recommend it.

対象が適性基準を満たすか否かは別にして、この広報板が設置されている場所が「安全ではない」とい判断された原因は何か考えられますか？

On the original topic, purely from the photo, it looks like the board is behind a fence in a place the public are not supposed to go (I see what looks like a drainage channel). Obviously, places only need to be accessible to people who are allowed to be there, but this would be the best explanation for the rejection for me.

If the review result comes back within a day, it almost certainly means no human ever touched it.
In that case, you’ve likely been swept up in one of those unannounced automated‑review tests the Wayfarer team likes to run.
They’ll never admit these tests exist, of course.
But even in Japan, a turnaround of half a day to a full day is simply too fast, and the Wayfarer community isn’t large enough to make that timeline plausible through manual review alone.
If the rejection takes several days or more, it’s harder to say.
I’m fairly sure that, after the automated review period, I have had submissions come back in much less than day (this was a few months ago). Community reviewers.
