I submitted a pokestop contribution (2 Sep) and used an upgrade (3 sep) and it is still in queue (4 Sep) just wondering if this is normal I though once upgraded it goes into voting straightaway ?

It does not go into “in voting” once an upgrade is used.

The upgrade opens the submission to a wider pool of reviewers, meaning it gets through review quicker, once it has got into the voting pool. The upgrade does not speed up the process of going from the queue to being in voting.
The time this takes depends on how many other pending nominations are in the area and also a random delay of 1-7 days.
