During reviewing I have come across a lot of photos with the same watermark.
Would it be possible for staff to send an email to that person to turn off the watermark when he/she is taking photos.

It would be great if getting a few back rejected for “Watermark” would tell the submitter the issue. But I think they only get a vague message about the picture being low quality or blurry or something like that. I don’t understand why the rejection reasons on the contribution aren’t just the items that reviewers selected.

Permaban for using a Samsung, definitely.
There is a message for watermarks if rejected for that reason. Low quality or blurry is a different rejection reason.
Good to know! It wasn’t mentioned on the list that was curated. Do you have an example showing it? Or did I miss it on that list? I did use Control F to search for it.
I did not check that list. I remember getting a nomination rejected for that reason. I don’t remember which one, so will have to comb through my submissions. Let me see if I can grab a screenshot.

I had a similar experience myself. After tweeting about it, I connected with someone from that area and got in touch. They kindly removed the watermark from all the photos of that region. I hope this post connects with the person who made the request.
I think by watermark it means this type of watermark (according to the rejection criteria - Niantic Wayfarer).
It’s not quite the same watermark, but it’s the closest rejection reason I can find. I do agree that it should be rejected.
