Trust me your not the only one…I’ve been an “Ingress” agent since 2019 and there’s days where something new crops up to annoy or infuriate us after we think we have mastered the system,we have different rules to that of Pokémon Go on the spacing of waypoints/portals/pokestops/gyms/fruit trees etc…
That said I suspect the cells are more to do with grid references and they wanted to build a map with one waypoint within a certain range and cell to generate a bigger picture.
