Most of us were trying to help you on this topic. There were two issues with this submission. The question about whether neighborhood signs meet Niantic’s written criteria is debatable. The question about whether a point of interest must have safe pedestrian access is not.
I agree that you should read the criteria and try to understand it for yourself. Don’t simply let me or anyone else tell you what it says. Niantic has their written criteria a couple of places. One is the link I shared previously at Wayspot Criteria — Wayfarer Help Center and another is the criteria tab on the Wayfarer site at https://wayfarer.nianticlabs.com/new/criteria/eligibility
If you review this post from the beginning, I asked you how you felt it met the acceptance criteria. Anytime you can make a compelling case that something meets that documented criteria without meeting any of the ineligibility conditions, you may try nominating it with no worries, whether I agree with you or not. That is for reviewers to decide. But once it clearly meets an ineligibility condition, you should not try it, or you could risk sanctions against your account.
This is a nice statement from Niantic about criteria related to submissions:
We remain happy to answer questions for you in the future.
