There are three orange spots approved as wayspot nominations but they are not approved in pokemon go. How can they appear in pokemon go, as they are good spots for pokestops.

Each cell can only contain one pokestop/gym. All other wayspots in that cell cannot appear as pokestops/gyms, but might be used as powerspots. The only way to make one of these other wayspots be used as a pokestop/gym is to de-activate the current pokestop/gym.

Without any more information, those could also be imported wayspots that can only be used as power spots. I tried to explain how to tell the difference in this post: Will a Power Spot be considered a duplicate if nominated?
The map in the Web Submit form does not show these imported Wayspots that cannot be pokestops. You can see if these are there as well, or someone else can check the location for you if you give the gps coordinates of the location.
