The land which has the shrine on it has been privatised and become a private property.
The place used to be open to public and now is no longer accessible as it has fenced and the owner is staying and doing his fish business on the place.
The request of removal for this wayspot is because from the complaint of the owner from the land.
I am staying in this area and I can ensure this place is currently being stayed by the owner and he is running his business on this land (selling seafood as shown in below picture).
It’s a dead end road and only have one road entering his land. During some in-game event, there are always many cars (players) gather here and making the road even smaller for him doing his business. It also severely affects his convenience when he is resting in his house.
The shrine itself (which you don’t seem to focus on at all in your photos) is clearly not surrounded by fences. The whole area also doesn’t look residential in the slightest.
I don’t know what your endgame is with this removal request. It’s not a heavily-used Ingress portal.
Just for your information, I am not removing this due to in-game experience. I am not the hardcore PoGo or Ingress players.

I would recommend telling the owner to ask Niantic themselves. You can either provide them with the form linked at the top here, or I usually tell people to Google “Pokemon Go Removal” since most people these days don’t trust links from people they don’t know.
[Edit: I am not saying that Niantic will not decide on this, just saying what I would do if a property owner complained. We will see what Niantic says.]
I told the owner to do this but the owner is not really good in using email and communicating through email.
I will try to collect more of his info and request on behalf of him.
But I still hope Niantic and spot me here and take a consideration of removing this problematic wayspot
As long as you get the owner’s permission and consent, and being authorised by the owner, you are good to do the removal request on behalf of the owner.
Then you would need to provide evidence that you are filing this on behalf of the property owner. idk what that would look like. If the team decides not to overturn this rejection, maybe you can ask what documentation you would need for that.
The shrine in question is not located on the property of the said business. The location is publicly accessible. We standby our decision to not remove the Wayspot in question. Thanks,
The shrine is obviously landed on the private property as shown in photo, you could have a clear look on Google street photo as well. The whole area become a land of the owner and he used the front area for doing his business.
Based on the photo itself, it is shown clearly that the area and the shrine is surrounded by the boxes and the tools for his business. I don’t understand how it is not located in his private land / business area.
Moreover, the owner asked to cancel the Wayspot is because the area has become his land but the players keep coming into his area and causing inconveniences on him.
So I just wonder why it’s still eligible since It is not fulfilling the wayspot criteria.
Does the Wayspot fall on private land is still acceptable as long as it’s accessible? Even if the Wayspot cause inconveniences and difficulty to the private land owner?

A public shrine definitely meets wayfarer criteria. Nothing you have explained shows it meets removal criteria. Others have already explained this and have guided you to the property owner request form.
