Can anyone tell me why this wayspot was denied, it’s a drinking fountain for people and pets, has a sign and is located next to a picnic area. There is a category for drinking fountain’s or water pump. Thanks in advance!

This is a common mistake made by people. The category list is not a list of eligible things to submit. It’s just a list of things. In fact there are many ineligible things on that list. And currently, only Pokémon Go players even have the opportunity to select categories for their wayspot nominations. Ingress agents don’t even get prompted to do that. So please do not use this list as an eligibility check.
Regarding the actual eligibility criteria, they are that a nomination needs to be a great place to socialise, a great place to exercise, or a great place to explore, and in order to be acceptable, they also must not meet any of the rejection criteria (which are here should you want to check them out).
A drinking fountain isn’t a great place to exercise or explore, and I’m not sure whether I personally would see it as a great place to socialise (though this could be open to interpretation). It also may fit the rejection criteria of being generic street furniture.

Yes, when it comes to water fountains, there has to be something distinct about it. There’s even an example here:
A drinking fountain that only functions as such is pretty ordinary, something people see often, so it’s quite indistinct. However, there are drinking fountains out there that may also be a sculpture or be painted with unique art, and these typically make the fountains eligible.
I like to think of this similar to utility boxes next to stop lights. Some utility boxes these days are getting unique art applied to them as a way to liven up the area. I love seeing the different ones in my area, so they make great places to explore, and I can see them being used by people as places to meet up. A plain metal or single color utility box isn’t very interesting, unless you’re an electrician or electrical engineer, and would hardly get used as some place to meet up with others.
