Wayspot not in Pokemon Go despite being in empty cell

Hello, these two wayspots do appear in IITC, both in empty cells, however they do not appear in pokemon GO?

Ingress (and thus data in IITC) is now separate from Pokémon GO so they could be in a different location on Pokémon GO

These Wayspots have been removed from Pokémon GO at the request of the property owner. Thanks,
