Yes, pond aerators are ineligible, and this is clarified here:

This image above is not a fountain, but a pond aerator. As it is a utility that is located in the middle of the water, it is not a great place to explore, and is not eligible.

This is most likely not a bug. In the future, if you do want to appeal for a removed Wayspot to be restored, please post in the Wayspot Appeals topic.
