I uploaded a wayspot submission on in the first week of September. I used my available upgrade and upgraded the wayspot submission on 14th September. It has been in voting since 10+ days now. My previous submissions have gotten approved/rejected in a few days or couple of weeks, at max - even without the Upgrade added. Why is this one taking so much time even after the Upgrade addition? @NianticAaron

Can you clarify first of all if it simply says in voting or if it has the Niantic symbol beside it?
A lot depends on the queue of nominations and the reviewer pool.

There is no Niantic symbol beside it. But it does have a flash icon symbol beside it (I assume that is because of upgrade added?)
You’re right about the reviewer pool - but there is a very active community around Mumbai and the past submissions haven’t taken this much time even without the upgrade, so I thought I’ll check with the folks here.
