Do you mean the nearby wayspot must be removed first?
There is nearby wayspot but I think it does not need to remove because I have ever seen somewhere there are many nearby wayspots.
Your nomination is in the same Level 17 S2 Cell as “หอระฆังวัดขุมแก้ว”. Pokémon Go has a limit of one Pokéstop or one Gym per Level 17 S2 Cell. You can learn more about this system here.
It also cannot appear in Ingress due to being within 20 metres of “หอระฆังวัดขุมแก้ว”, as Ingress doesn’t allow new Portals to go online within 20 metres of existing Portals.
Your nomination may be eligible to show up in other games, and may also be able to occasionally appear as a Power Spot in Pokémon Go, but it will not be able to be a Pokéstop, Gym or Portal whilst “หอระฆังวัดขุมแก้ว” exists.
