We do need to see the submission in order to help.
I am a little puzzled and it may be a use of language issue, but it reads as though you haven’t been to see the actual figure up close?
If it is visible from the ground then it is fine to have a photo and description that matches seeing from the ground.
The response from the appeal is not written by an auto system, but the community has seen it does use standard text that has standard phrases inserted. When you receive this it can feel very jarring especially the use of the word “normal”. If you read back through forum comments you will see it is a point of frustration.
So although frustrating I would recommend not to focus on that aspect.
