When Im reviewing in wayfer every few revies it gives me an option to chose between two photos and to dicide which photo dosent meet the criteria. always only one photo appers and I cant do this. Some one knows about it?

The next time this happens, please take a screenshot and post here so we can see the situation better.
On photo edits, you do not have to only pick the best one. Accepting every photo you are presented with if they all meet criteria is the last option.

When you say 1 photo appears, the there another picture of a pokestop symbol or a generic place holder?

This sounds like a wayspot that doesn’t have a photo and someone is trying to add one. It could be an imported wayspot that was added purely to create powerspots and it is really helpful if they do not have photos, as this makes it possible to distinguish between community-submitted wayspot and imported wayspot.
The imported wayspots get in the way when a player submits a wayspot, as it can make them thing there is already a “real” wayspot occupying that space, when it isn’t.
I would be strongly tempted to reject the photo for this reason.
