As a reviewer, the question I would ask myself would be, is the town hall sign genuinely interesting, independent of the town hall? Is it a place I would go to in order to exercise, socialize or explore?
Most of the time, the answer would be no and I would mark the nomination as a duplicate of the existing wayspot for the town hall.
Note that the question of the role in the game, distance from other wayspots, etc., are all irrelevant to becoming a wayspot. Those only come into consideration later on.

Should the sign for a Wayspot nomination be marked as a duplicate if there is already a Wayspot for the object the sign represents?
If the sign is a significant distance from the object then it should be considered on its own. If it is close, such as with a church sign and a nearby church building, then it should be marked as a duplicate.
If you truly think the sign is worth exploring on its own merits, it would help to see a photo of the sign, and the location if that isn’t a personal privacy concern for you.
If you are comfortable letting us know the town in question, there are folks on this forum who are masters at finding POI that have not been nominated and will be happy to suggest some.
