This is part of a previous string of incorrectly placed waypoints in an area where people have openly talked about not caring about accuracy so they can benefit in Pokémon Go. Link to that report this spot is reported there. It seems as though the duplicate is gone but this waypoint is still not correctly placed in the temporary location of the historical marker.
