If i submit a pokestop and it is accepted in same cell where another pokestop exist. Will it appeare in game as pokestop or powerspot.
If not then will that submission of way spot waste???
There’s no such thing as a wasted submission if it gets accepted. However, if 2 Wayspots exist in the same cell, only one will be eligible to become a Pokestop and tbe other one could end up as a Powerspot.
So, when you nominate, you’re always nominating a wayspot, not necessarily a pokestop. A wayspot may become a Pokestop or Power Spot for dynamax raids in Pokemon Go. It may also show up in other Niantic games. So it isn’t necessarily a wasted nomination.
But if your sole goal is the creation of Pokestops, then nominating something in the same L17 s2 cell as an existent Pokestop is not conducive to achieving that.
Chances of other submission to become a powerspot???

Power spots, based on community research, is based on it being 22m from an existing active Wayspot. I can’t give you a guarantee, but we do encourage you to submt everything that is eligible, as we never know what will become of those nominations.
It should be mentioned that the vast majority of existing power spots are not “excess wayspots” as discussed here, but were created via a mass database import of business addresses, that didn’t go through the approval process and are eligible for use as power spots only.
So any that you already see in your community, most likely won’t create duplication issues, and may be in locations (schools, single family residences) that are explicitly ineligible. The location ineligible ones can be reported for removal. So these are NOT always a good example of what to nominate!
All the powerspots near me were created either from surplus wayspots or imports. Almost without fail, these imports are definitely not eligible to be wayspots due to location, regardless of exercise/social/exploration criteria.
And to make it even more confusing, in some parts of the world, these imports that were supposed to only be eligible to be used as Power Spots have been promoted to full-fledged Wayspots and are being used as Pokestops and gyms and will be considered duplicates if submitted.
I don’t know if the OP has this situation or not.
Looking at a previous post the OP made it does look like they have one of those imported wayspots
