I don’t think this is a bug. Had you recently submitted the nomination when you applied the upgrade? The Wayfarer Discussion Discord has discovered that there is a variable time period where the nomination just won’t go into voting. They call this the grace period, and it lasts 1-7 days. And is unique to each individual submission.
Some people think that applying the upgrade to soon will actually keep it from going into voting longer than it would have without it, but I have not observed this to be true.
In any case, I would always wait 24 hours before applying an upgrade. If the ML model is going to reject it, it usually acts around that time.

The only thing to do is wait. You didn’t do anything wrong. It should go into voting soon.
If it has not gone into voting in a week, then there may be a bug. Let us know.
