Welche Möglichkeit bei dem neuen Bewertungssystem besteht um nichtssagende Wayspots, Schilder aus Massenware, Wegweiser ohne Bezug zu irgendwelchen Routen oder Wanderwegen, Tags oder sonstige Schmiererei auf Stromkasten oder Wänden abzulehnen? Es fehlt ein allgemeiner oder spezieller Reiter für Ablehnungsgründe die nicht den Richtlinien entsprechen. Das Bewertungssystem ist in meinen Augen so aufgebaut das jeder Quatsch zulässig ist und nicht abgelehnt werden kann wenn er nicht gegen Sicherheit oder Privatgrundstück verstößt. Schlechte Bildqualität/Ausrichtung fehlt auch als Ablehnungsgründe.

To complete, it is not correct that there is no option to reject for photo quality. Various photo rejection reasons, including “orientation” are found under the “Accuracy” question if you select thumbs down there. Note that this is for photos that meet the rejection criteria that are listed there, not for minor quality offenses.
Here are a couple of screenshots in German, hopefully it helps find this option.

If you vote thumbs down for the last three (Socialize, Exercise, Explore)… maybe that’s a reject.
If it isn’t - that’s a poor business decision by Niantic. Not the reviewer’s fault.
