As has been explained in the other topic this is not how gyms and pokestops work.
Even if this is restored it wont be a pokestop as the removal should have triggered a postbox nearby to appear as a stop and it will have created a new gym somewhere in level 14 box, and that will remain as a gym.
I understand that this was not what you thought would happen, an unintended consequence.
I can see from streetview that the blue magpie was a great mural that had recently been vandalised. If it is no longer there then you did the correct thing in terms of wayfarer.
Has a new one been done on that wall? If there is a new one then it would be acceptable to replace blue magpie.
In terms of game play you are just going to have to adapt to the adjusted local layout.
