If you were going to pursue this, you might need to say more about what makes this a unique independent business in the description and supplementary information. What do they do that others don’t? Do they have a website you could link to in the supporting information? I’ve managed to get a riverside cafe, a dog-friendly shake shop selling craft items with a function room and a juice bar accepted, by showing they were independent and had unique selling points that made them stand out from other food / drink outlets.
Alternatively, you might have more success centering the nominated wayspot on the seating area, which could be eligible due to being an anchor at a scenic viewpoint: Seating Benches
I’'ve never had cause to nominate seating / picnic areas for that reason though, so see what others think.
