Hello, I would like to report a possible bug with a Wayspot.

Approximate location: -11.964480, -77.053817
Issue: This Wayspot appears in the database, but it has no photo or description (it seems very old). In Pokémon GO it does not appear as a Pokéstop, even though the S2 cell is free.
If a new Pokéstop is proposed in that cell, it will not appear in the game because the cell is already occupied by this “ghost” Wayspot or bug.
This prevents a valid Pokéstop from being created in the area.
Could Niantic please remove this orphaned Wayspot or review it so that the cell can be freed and a functional Pokéstop can be created?

This appears to be a Power Spot import, as these typically have no photos, and they do not follow the same inclusion rules are Wayspots. Power Spots are not on the Ingress Intel map, as that has split from Wayfarer, and currently, there is not an accurate map for users to check. The note that it’s used in other games is common for Power Spot imports. The orange exclamation point is another indicator that this may be an import, but unused Wayspots could also have this. It doesn’t have the blue stop indicator, so it’s not in the game as a stop/gym.
Being that this is an import and not showing up as a stop/gym in PoGo, you are welcome to submit a nomination for a Wayspot here, and if that is approved, it will appear in-game. Power Spot imports do not show up as duplicates, and we have had others submit nominations for Power Spot imports and have gotten them approved as Wayspots and have been added as stops/gyms in the L17 S2 cell.
This is incorrect. Power Spot imports do not prevent the creation of a stop/gym in an empty cell, and this is not a bug.
I understand, but something very similar happened to me a few cells above, still within the same Level 14 S2 cell. It seemed like the cell had some kind of issue due to the age of the nominations, and it really looked like a bug. The cell was empty, yet the approved nominations weren’t appearing until I found this forum. After I made a post here, the next day the Pokéstop finally appeared — I don’t know if it was just a coincidence.
And once that Pokéstop appeared, it still had another bug: when trying to interact with it, it gave an error. I had to create another post about it. In the end, a member of the Wayfarer Team helped me and it got fixed the following day, so I feel maybe this situation could be the same.
If you feel this is a bug, you should post in Bug Reports & Technical Support instead of General Discussion. A mod may move it if it does seem to be a bug, but right now, this does appear to be an import.
