It’s just observation and experience from players, no concrete proof from Niantic.
I’m not disvaluing anyone’s observations, but they do have to be taken with a grain of salt. Unless Niantic says “this is how it works,” it’s just something we have observed and cannot take as factual.
You know how others have accused me of spreading misinformation/disinformation based off of what I have observed, right? That’s the point I’m trying to make.
This line doesn’t note that it’s been observed that this is what may happen, and seems like they are trying to state it as a fact.

I definitely agree with your statement. While we have observed what @draculgaming is claiming to be the norm there are exceptions. So as you have put it we cannot 100% say that it will happen.
For example, I recently got a point of interest that was of a public piece of art that had been painted over removed from the game. There were three other points of interest available in that particular cell, and after a week none of them appeared in Pokemon go. It was in essence a dead cell. I was able to finally get one of the points of interest to sync by editing the title and when that was approved and that synced to both games the pokestop appeared. But there was a point of time where that cell no longer had any representation.
So what @DTrain2002 says is correct. We have observed this many times, but we can not say it will happen every time.
Yes, it could have been phrased differently. Saying that you have observed or noticed something working a certain way makes sure that you aren’t stating something that could be read as fact.
It is 99.9% likely to be the case for submissions of Waypoints into empty “cells”. If this does not happen then there is a hidden issue (I e. Boundary issue in OSM) that restricts it being there. If you don’t agree with that then feel free to come to your own conclusion through science.
