Unfortunately, it does appear that most of these are on single family private property, and that makes them ineligible. Even if it’s on a part of the sidewalk and that sidewalk is in front of private property, it’s still ineligible. To me, the pottery looks like decor that the property owner placed, mainly to be a planter for plants to spruce up their yard.
Location is a private residential property (even if historical)
