Hello, welcome to Wayfarer. To trigger a new gym you need to have a certain amount of Pokestops in level 14 S2Cell. Every lvl 14 S2 Cell has 64 lvl 17 S2 cells which can only have 1 pokestop in them. For the new gym you must have the following amount.
1 gym - 2 Pokestops in the lvl 14 S2 cell
2 gyms - 6 Pokestops in the lvl 14 S2 cell
3 gyms -20 Pokestops in the lvl 14 S2 cell

I know the prompt tells you that you are submitting a “Pokestop” but you are actually submitting a Wayspot to the database. The Wayspot can only become a Pokestop or gym if it is alone in a level 17 S2 cell. (The S2 cell use has not been officially confirmed to my knowledge, but staff has acknowledged there is an additional step.) (Eligible Wayspots are added to Pokemon Go in a sync that happens once a day normally. If it has not been more than 48 hours since it was accepted, it could just be that it has not synced in yet.)
Wayspots that are not eligible to be Pokestops or gyms still have the potential to be used as Power Spots. It appears that there is a 22m distance requirement from any Pokestop or gym for it to be used this way, and it seems there is a limit of two active Power Spots per L14 S2 cell, the same size used to determine gyms. We explorers haven’t figured out the schedule for syncing in new Power Spots, but it is not on a daily basis at this time.
If you would like to leave the title and location, someone here with access to external resources may be able to confirm if there is indeed an issue with the S2 cells. But since the sale to Scopely has affected these Niantic (now NianticSpatial) maps being updated, it may be more difficult. The gps coordinates where you pinned the Wayspot will be after the second photo in the email you received when you submitted the nomination, but the pin may have been moved in voting. Do be aware this is a public forum if you would rather not reveal your location. I realize this is a lot of information to dump on someone, so please ask if you have more questions.
I have a question, in a place of my city there.a lvl 14 S2 cell with 23 Pokestops and only 2 gyms, what’s is the error in that case?
What method are you using to check the cells?
If you have any sponsored gyms in the cell, those do count towards the limit, in case you weren’t aware.
An app IITC mobile, can you check please?

Before there arent sponsored gyms, and still bugged
Okay iitc with the pogotools overlay will show the cells correctly. And I saw your other response that there are no sponsored locations. Have you manually gone to each location and verified the stop or gym is there? Since the split with the sale to Scopely, iitc no longer updates, and it never showed us what were stops and gyms.
Can anybody confirm this is still the case, someone in a local group stated that a pokestop had changed to a Gym, I went down and mapped all waypoints in the location and found the L14 cell to have 2 stops, 2 sponsored stops and 2 Gyms.
I know the site used is not official but this was mapped using data that I confirmed whilst at the location…
2 stops, 2 sponsored stops and 2 Gyms sounds correct, as there are 6 things in the cell and 6 is the threshold for the second gym.
But you state above, and I had previously been informed that Sponsored Stops did not count so technically I would have thought only 4 counted and therefore 3 stops, 1 Gym plus the 2 uncounted Sponsored stops?
Sponsored stops/gyms do count. It annoys me a lot that they “steal” natural gyms. I feel pretty strongly that they should exist above and beyond the regular mechanics of wayspots and gym generation.

Oh, I see where you have asked about this before:
I had iitc marked with the two gyms in this cell already. I don’t know what is happening here. The only thing I can think to do is to recheck every pokestop and gym you have marked there, and physically go check every area where you don’t have anything marked.
