I do not see why these are not eligible per the Unique Art article.
I’m not sure whether that is vandalism or part of the art (considering the place sells them). The latter is allowed afaik but that does pose a risk of incorrect rejections due to it. You may need to ask if you can remove it if the former applies. Definitely do not use “with License Plate” for the title.
Nominations are more than just the objects though. The location and context is important; how you communicate these will also be needed for the review process. You may want to include them here so we can see the bigger picture
