Im curious on how a gym is placed or nominated. Trying to see how to get one placed in a location
Gyms are automatically created when a specific area (a level 14 S2 Cell) meets the threshold of 2, 6 or 20 combined Pokéstops and Gyms. The Pokéstop that gets promoted to the Gym is random, though it will not be any Pokéstop that can hold a showcase on Tuesdays.
If you provide GPS coordinates we will have a look and explain your situation.

This is a screen snip from the pokemongo.com map. This L14 S2 cell already has 3 gyms in it, so you can’t create any more in this area. I set it to just show gyms to make them stand out more.
This article explains more about S2 cells and how Pokemon Go uses them. Staff do not acknowledge these findings.

The article about S2 cells is a bit technical but it is quite important .
Although the larger cell that determines gyms around the coordinates is at maximum gyms of 3 you can get more stops.
There are 3 adjacent cells that are each 2 away from a 3rd gym
Each of those boxes outlined in green ( level 17) can have 1 wayspot convert to a pokestop. The greyed out ones are already taken, so you need to look at the empty ones for potential
