Yes, this is normal behavior. Time to a decision varies based on a lot of factors.
If it is taking too long for your liking, you can help by reviewing. This will help get some of the other reviews in the system decided, and is how you can earn an upgrade for your nomination. A upgrade will send a nomination to a wider review pool.
We have observed nominations that have been in the system too long be pulled for internal review.
I have to chuckle over your title. When I began Wayfarer, nominations that I had not upgraded regularly took two and a half years to process, and many of those were decided by pulling them into internal review. I believe they don’t leave them in the system for much longer than 3 months now.

The rate of review is determined mainly by the number of active reviewers. Your nomination will be reviewed mainly determined by the number of active reviewers in your area and country.
If you decide to review you can work towards earning upgrades. An Upgrade will push the nomination to more reviewers so it should resolve quicker.
Upgrade points are awarded on reviews where you vote the same way as the consensus. So if you review do read all the information first and do ask questions.
Please do some review so it will help reduce the load in your area. Anyway up to 3-4months is normal lately
