I reported this as private property and my notice in game was rejected. This arch way is for the house of a woodworker. He does work out of his shop. I submitted a removal via the “Wayspot Removals” tab and received this response from Niantic

Can be seen on streetview - The woodworker created these arches on his driveway. He doesn’t have a sales room or store on site. He has people come by appointment only to see some of the things he has made or is in the process of making. He delivers to homes.
I disagree with this decision. Wooden Arches is a beautiful landmark very well known to locals. It is located on the SIDE of a highway, at the very end of a driveway (which is multi use for home & business) however, you do not need to even access the property at all in order to reach the POI. Additionally, it has a large pullout with a bus stop & homemade wooden bench (which you can see in the right side of the picture the user provided above in their appeal) and there is often additional woodwork out for display & sale in the pullout there for people to stop and check out such as porch swings and fancy benches. the POI is 100% accessible from road and the bus stop there providing art & entertainment opportunities to those waiting for the bus and passing by, please reinstate it.
I believe once they have indicated they solved it you need to reopen a new thread. Or you can try and tag Niantic. This was discussed at length on the previous forum in regards to a home based business at a PRP. You can ask about wayspots that have been removed under Wayspot Appeals
Also despite you being able to physically stand at the perimeter of a property is still considered PRP. Clarification would go a long way to help nowadays.
