it seems like the location was corrected to -20.195279,-40.259751 and now it is no longer eligible to appear as a pokestop due to proximity rules.

The location you provided is inaccurate and in an otherwise empty-cell, whilst the real location is in occupied cells. Whoever submitted it there was committing obvious abuse and risked being penalised for this.
Pretty sure that cell is also occupied by Parquinho Infantil Paises -20.194519,-40.260155 although I suppose that could have been added after
Oops! I didn’t spot that one, thanks. I assumed the cell was empty since this had shown up in it!

The co-ords you posted are not at the correct location.
It looks like someone has corrected the location which has put it in to the same cell as “Caixa D’água do Países”
“Parquinho Infantil Paises” is now the waypoint in the previous cell so everything looks to be working as expected.
Probably that pokéstop moved irregularly, but I still receiving gifts in game and this POI insisting don’t return on visibility. Can you fix it, please?

Just so you know, the gifts could simply be that the sender has not sent gifts for a while, or doesn’t have many players to send to. My son and I went on holiday to a place called Butlins in October. He still has postcards from Butlins to send now!
