Since Niantic/Scoopely added the new feathure being MAP view of all of the Pokestops, Powerstops and added locations inside of the map view and the games I did the most intellectual thing possible, check the Aircraft Graveyard and 309th Aerospace Maintenance and Regeneration Group which are part of the military base in Tucson of the US Air Force. I also checked few other places such as the Pacific Air Forces Headquarters on Honolulu as well as my home country one of few naval military bases which for obvious reasons is not on google maps and out of civilian view unlike the US bases. So I reported them and Niantic/Scoopely came back to me with the most funny responce, that the stops on military grounds that are restricted to civilians and unappropriate for stops to begin by Niantic/Scoopely rules are not eligable for removal. So this means we have officially gotten confirmation by the support team that all stops are supposedly OK no matter where they are. Sadly no stops at Area 51 for now.
Just because you cant enter and access the pokestop, doesnt means its ineligible. Pokestop doesnt have to be accesible to everyone. Just like it can exist in military base, It can exist in places like amusement park (need pay) , office / factory (accesible to employee only) , or condominium (accesible to resident only)
Also adding the relevant clarification that clearly addresses all of your questions. Don’t see anything wrong “happening with this game” in this context.
AH got you, so no rules count from now on and we can place anything anywhere without a care in the world as long as its not single family house, school or kindergarden. GOT YA.

You have had the clarification pointed out to you that is what you should use in terms of assessment.
If you try to promote a different interpretation that will be wrong.

I don’t understand what you are asking with this question.
The guidance i have posted says that locations inside businesses can be considered “appropriate.” Not that all businesses are eligible.
And there is a difference even then between “eligible” and “acceptable” if you read through the link I provided, which @TjoeMi listed as well as separate pages.
