I’ve been hit with 24 hour cooldowns while reviewing, twice in eight days. While no explanation was given, I believe this may be caused by the fact that I live near a language boundary and am not comfortable reviewing in the other language, so I skip a lot (about a quarter to a third of my reviews are in the foreign language, and if I can’t vote on photo alone…)
Why does Wayfarer not have built in translation like this forum does?

The system enforces cooldowns if it identifies anomalies in the review pattern. This step has been put in place in response to situations from the past where the review flow was abused significantly.

In the meantime… what can I do to avoid triggering cooldowns? What is the “anomaly”, or am I just stuck because I’m 26 km from a border and not bilingual and the system believes I’m local to stuff on the other side of the border?

That’s exactly my problem though. When presented with nominations in a language I cannot read, I cannot do #2 and #3 at the same time. So I just skip those. But apparently the system doesn’t like me doing that?
My total agreements are over 75 percent, so obviously it’s not bad reviewing of the ones I can read. (as referenced in point #1).
Most reviewers when faced with foreign language submissions will use a translator to review them. A lot of browsers these days have a built in translation option. I’m currently on the Android build of Google Chrome and I can translate anything in just two taps.
I’m using Safari on an iPhone and have been unable to find out how to do that. (Directions I was given in another thread refer to a button I can’t find.) But also wouldn’t that fall under “using third party tools”?
I may be able to help as I think I have the same setup as you. I have included photos on how I would translate a nomination in review.
And using this translation is not dictating in any way how you should vote. So it wouldn’t be something that Aaron was warning you against.

As its part of the browser that is required to use Wayfarer at all you are not adding any extra tools.
Is it part of the browser though? Which part? Because my browser does not offer any translation functions to me, I can’t find any mention thereof in settings, etc….
On iPad and Safari I do see the translate page function
On iPhone and safari I find sometimes things are not obvious as I have a small phone and screen.
I can’t see the normal symbol aA symbol previously mentioned
I would do the following to access translate.
I don’t use the phone for reviewing etc as it not easy compared to iPad.

You’re the second person to just casually suggest using a different device. That assumes I have one.
That was not a suggestion, elijustrying was just stating the issues she has and explaining that as people use different devices and different browsers that nobody will be able to give you step be step instructions.
I would be highly surprised that any device that is new enough to play Pokemon Go would be using a browser that doesn’t have a translate option.
The only issue is finding it.

I’ve already said I can’t. There’s no mention of translation anywhere in the settings, I’m not getting the same menu someone else pictured, etcetera.
How many times are you guys going to just throw this back at me? As though it is solely my problem?
Maybe you people just think everyone has a certain level of skills that is actually higher than what mine are, or something?
This just goes to prove my original point - I’m being penalized, and now harassed, simply for where I live and not being fluent in a language that the system believes is “local”. Because the system expects me to review everything, regardless of language - even when I explicitly asked about that earlier in this thread, @NianticAaron replied with a list of “reviewing tips” that just casually assume that reviewing every nomination is possible. “Follow the criteria”, “take your time and review each segment”… those make ZERO sense as a reply to this situation.
When I highlight text in a foreign language, right-click and choose “Translate selection to English”, it fails to translate every single time.
Therefore I use the very easy solution of a new tab (https://translate.google.co.uk/?sl=auto&tl=en&op=translate), then I copy-paste the text in there. This works on all devices for all browsers, all of the time.
I’ve done this enough that I only need to type “tr” into the search bar and this URL is the first suggestion.

They’re not separate issues. The cooldown problem is apparently being caused by skipping the foreign language nominations.
