Specific military bases may have requested a geo block. If you leave a location, Niantic will usually confirm if this is the case.

Only niantic staff know who made report but afaik niantic staff can not divulge that information. You need to ask somone with authority in your base. But know that since the example shared was happening at same time at multiple military base, i am guessing its someone with high rank.

There are some case in the past where property management request geoblock. If your nomination is in empty cell and it doesnt appear after 48 hours, then its likely geoblocked. You can wait here until staff give clarification
