First, being this is located inside a roundabout, I do have to question if it’s safe for pedestrians to access. The red arrow signs say that this may not have pedestrian access.
I did look up Nicolae Iorga and they were a well known Romanian politician, so that wouldn’t disqualify this. For those wondering, here’s the info I found:

I agree with the assessment of the others - there does not appear to be any pedestrian access to the roundabout itself. It’s not enough to be able to interact with the Wayspot within a game: in order to be safe, the actual object or its base or the area underneath a suspended artwork must be accessible. If you see other Wayspots within roundabouts with no crosswalks/marked safe access to the center, then those are likely to be removed if reported. I feel your pain - we had two nice roundabouts near me removed from game when the town decided to remove the crosswalks. I miss them, but I agree that their removal was best for the safety of all.
for those who are still only looking to discredit, to limit the number of potential landmarks that are truly unique and real in reality, and not just the scribbles that will be cherished as graffiti, I remind you that in these games there is an aspect called range of action or interaction
That’s unfortunately not how it works. An object is only eligible if it can be walked to all the way. Different Niantic games have various activities, including some where you have to stand on top of the object.
It has nothing to do with looking to reject - please check the criteria.
While you can access a Wayspot from another nearby location, the main location of the Wayspot must be safe for pedestrians to access, not safe to access from some distance.
I can certainly understand wanting a POI for a notable historical figure being a Wayspot rather than graffiti that may be vandalism, but safe game play is a part of the Player Guidelines, which all that use Niantic products must abide by. We are even told to stay aware of our surroundings while playing.
Someone could possibly get distracted while trying to interact with a Wayspot inside of a roundabout and end up in traffic. I could possibly see someone scanning it, paying more attention to their phone screen while scanning than the edges of the roundabout, and Niantic certainly doesn’t want anything that could cause harm to happen to anyone.
To add to what the others have said, the guidance about wayspots in the middle of roundabouts being unsafe without any marked crossing points has been around for several years now. Niantic even cleared a load of roundabout wayspots from the database a while back due to this. We’re not trying to stop you from getting more wayspots in your area, we’re just letting you know that this specific object cannot be deemed safe to access with the guidelines as they’ve been for the past several years.
