It could be that the property owner asked that any PokéStops be removed

i don’t think so because some of the pokestops don’t have “owners” as they are more landmarks. also at similar locations owned by the same company have pokestops
Whoever owns the land can request all Pokestops to be removed.
That looks like a hospital. Or maybe shopping area? I’ve heard of both requesting stops removed.
Well almost all are live in Ingress, so it would seem someone requested to block Pogo

Connects Workspace already has a Wayspot here, by the way, at 39.704018, -105.20560599999999.
While this is an area with offices, shops, hotels, most likely close to Red Rocks in Colorado, it’s possible that the property owner/management did request removal of all stops/gyms in PoGo, but not in Ingress. There’s even an online forum where this can be done.
It reminds me of the Scouting USA headquarters in my city. It still has Wayspots on Lightship, but they don’t show up as any stops/gyms in PoGo anymore. Most likely they got tired of people pulling their cars into their parking lot at any time of day to battle in the gym that was once there. Being Ingress isn’t played as much in my area, they most likely just contacted PoGo at the above link, and this could be the case with this area.
We have several places around here where Pokemon Go players were annoying the management, and poke-things only were removed. I can think of a soccer stadium, a church, and a neighborhood commons area. I am not sure if it was because they didn’t know about other games, but is definitely something I have seen done.
