Oh! my pokestop!

Wayfarer is used to generate a agnostic game map to be used by several games. Each of the games (3 at the moment) select which wayspots to use based on their individual inclusion rules.

I don’t understand why the first example in the attached file can’t be a PokéStop. Could you explain the reasoning? Just tell me the answer, please

It is too close to an existing wayspot, which already occupies that space. Wayspots occupy a space that is approximately 60m x 60m.

There can only be one pokestop or gym in the grid shape shown in the middle screenshot. That is what a level 17 (often called “L17”) S2 cell looks like in your part of the world.

We have never been given a reason for this algorithm, and Niantic staff have never confirmed the rule to my knowledge, but is likely in place to prevent game locations from being too close together for proper interaction, and to prevent people from just staying in one spot to play a game called Pokemon “GO”.

Did you read the linked article about cells? https://pokemongohub.net/post/article/comprehensive-guide-s2-cells-pokemon-go/

Pokémon GO uses imaginary cells to separate its map into squares.

They have an internal rule that governs what will and will not appear on the map in Pokémon GO.
That rule states that only 1 approved point of interest (called a Wayspot) can appear inside each cell.

The cell that the nomination you are asking about (The red pin/Arrow) is located inside the yellow rhombus in the above screenshot.

Because the Wayspot represented by the Green arrow is currently a Pokéstop in Pokémon GO, nothing else that is approved and located inside that cell will appear as a Pokéstop. So nothing else inside that yellow rhombus will be a Pokéstop, this includes your nomination.

Unfortunately, there is nothing that can be done to change this. However, as mentioned above, your nomination is far enough away from the other Wayspots, so it may appear as a Power spot in the future.

I hope this helps.
