Basically unused wayspot might become power spot.
I cant say anything about recalculation but assuming the location edit is correct and no abuse detected, if there are multiple wayspot inside lv17 cell, i can assume that unused wayspot might become powerspot.

How often and what will become a power spot is unknown. It’s true that we’ve recently seen that some unused wayspots became power spots, but there’s no given rule established.
That two pokestops or a pokestop and a power spot are in each other is simply wrong.
My own observation one time was, that an existing power spot had has for one day a situation like the above, because surrounding pokestops were removed and the power spot became a pokestop. On the next day the power spot was gone and the pokestop remains. That would be imo an acceptable way.
But here the OP discribes a situation over weeks. So we should let this up to Niantic to look into it.
Just a quick update, the overlapping stops and gyms are still in game sharing the same cell and everything. I’m wondering if the map database split affected the recalcs?
