The wayfarer eligibility criteria are that something needs to be a great place to socialise, a great place to exercise, or a great place to explore. A law office doesn’t really meet any of those three criteria.

Qual a diferença de um escritório de advocacia e um salão de beleza, um mercado, uma oficina mecânica? Vejo aos montes pokestops nessas localidades.
Existing wayspots are not always a good indication of what will be accepted. Sometimes people accept garbage, sometimes people cheat and use reviewing rings to get things into the system that don’t belong, sometimes the criteria changes.
As a general rule, beauty salons, grocery stores and auto repair shops have never met criteria and will not be accepted. Some may be acceptable, if the business has a unique aspect, but I find it unlikely that there are hundreds or even dozens of wayspots at these businesses.
If you want to share some of the suspicious wayspots, please do so.

You need to prove that these business are unique. Not all business can be eligible
In addition, all these nomination are reviewed by local community. Its possible that some are falsely accepted by community but warning, review circle is subject to abuse ladder system
In addition to what the other two replies have said, I will note that you’re in Brazil. A while back the Pokémon Go team decided to import a load of data from Foursquare to be used as Pokéstops and Gyms in certain countries, with Brazil being one of those countries. Unfortunately, not all of the data they imported in this manner were things that would meet the wayfarer criteria. So it’s possible that what you’re seeing are low quality imports.

Fui prestar atenção hoje, tem pokéstops que não condizem com o local onde estão, tem até pokestops duplicados (com uma distância de 1k de um para o outro), e coisas do gênero. No final das contas se dá bem quem burla o sistema, já aqueles que pedem os pokéstops falando a verdade, sempre são negados.

Don’t let such things let discourage you. Wayfaring can be a very nice hobby. Read through the criterias, review a while and I’m sure the honest will have success 
Fake stops such as those should be reported for removal. They could be stopping an accurate and better waypoint from becoming a Stop / Gym.
