Hi, while the removal criteria is a little different, it orientates mostly around the Wayfarer Criteria, regardless of if a Stop is good to play with in the game or not: Niantic Wayfarer
If you think something has been removed in error or otherwise incorrectly, you can appeal the removal here in the forum by posting title, location and if needed, some photos to proof the Stop does not fulfill any removal criteria.

Any report of a pokestop is assessed before removal is made.
If you would like to share some examples of the ones removed - as much information about the stop as possible the community can advise.
If you are certain that the wayspots still exist, and are compliant with wayfarer you can submit appeals in Wayspot Appeals and tgecwayfarer team will review any evidence you provide and they will either confirm the removal or reinstate.
