If you resubmit a waypoint, that has been stuck in voting for a longer period of time. And the resubmission goes through faster than the original submission, does that count as a Wayfarer violation?
I don’t make the rules. But here’s my personal opinion on that.
It depends.
There are a lot of variables that go into deciding if something like this is bad behavior. In my own case, I would be concerned about the patterns of my behavior. If I occasionally submit a second version of something because it feels like something is stuck in the process for an unknown reason and maybe I make improvements to the second nomination to try to avoid whatever might have cause a problem with the first one - I don’t spend time worrying about that kind of stuff. The rest of my WF activity proves that I’m working hard to improve the map to the best of my ability.
Thanks for replying! I do feel that my second take on a nomination was much better than the first. Hope others don’t misinterpert it as abuse.
In my experience, abuse is not as easy to (unintentionally) do as people make it seem like. We just hear about it because no one wants to admit that they might have done something wrong.
If you resubmit a nomination that is in voting, the Niantic Staff usually send around the heavies to have a word with you.

Ive definitely done this in the past, not often, but like you mentioned, usually with a better nomination. Never got in trouble so far.
