These are some accepted wayspots not in game yet. For the fist two i can’t really understand, they are far from a gym and not near enough to another pokestop but i think that’s something i miss.
The others are near to pokestops and maybe gyms enough to not appear but anyway i’ll try.

You’re right for the first two, i send you the same coordinates, but i can’t understand:
I see that’s another pokestop in the same cell, but often appens and the wayspots became pokestops btw. What’s the criteria? Why not this time? I’m talking about the first picture you send, for the two waspots not in game.
The requirements is far too complex for me to understand and explain without confusing even Niantic and everyone else. Sorry i wanna ask here cause is easier, something strange happens: yesterday a gym in my city disappeared and it was the only elite gym in the area (i mean so many kilometres), was called “iron in italy” but the point of interest is still there, nothing changed in real.
Was near that pokestop 41.730533, 13.004625
And i can still see it on campfire as you can see in the picture. Can you give me some info? I can prove is still there. Can we do something to bring it back?

There is a wayspot “Iron Monument” marked as live at that location, with three other wayspots in the same cell. None of them are active as pokestops or gyms.
It’s possible there is a geoblock but only Niantic can comment properly.

Monumento ai militari italiani caduti in tempo di pace is used as a powerspot on rotation. Which wayspot is showing up as the active pokestop/gym for you?

There are 2 old gyms in the same area you can see them in the pictures
The only problem is there’s no elite gym anymore
“Iron in italy” was an elite one but now disappeared. That’s a different point of interest, we are not talking about iron monument but they’re near.
The gym will have been removed because it’s in the middle of a roundabout with no safe pedestrian access. Objects in the middle of roundabouts are not meant to be submitted or accepted unless there’s a clearly marked crossing point to the centre of the roundabout, which there isn’t here. So this gym was correctly removed.
It also never should’ve had the Elite Gym tag because that is only meant to apply to gyms located in parks (and similar areas), and sponsored gyms, neither of which applies to the middle of a roundabout.
Furthermore, even if it was restored (which it shouldn’t be because of the unsafe pedestrian access reasons), it likely wouldn’t come back as a gym, as the wayfarer team have no control over how wayspots are used in Pokémon Go.

Now i have to ask you if i can do something to propose a gym as an elite one cause at the moment in all the city none is and we (local players) lost the opportunity to have the access to specific raids that can spawn only in an elite gym.
You can’t directly propose one. You have to hope that when a level 14 S2 cell reaches the threshold to create a new gym that the Pokéstop that gets promoted to the gym happens to be in the right location (parks or park like areas). I think Elite Gym tags used to sync once per month, typically around the 25th of the month, but I don’t know if this is still the case or not.
That being said, it’s been quite some time since Elite Raids were held. It feels like the devs may have quietly shelved them. There aren’t any on the schedule that we’re aware of. So you might actually be fine without one.
I dont think anything changed and the 25th still exists but havent tested it lately.
The shift has moved to powerspots and Dmax and Gmax so you may want to consider the potential of submitting to get those.
